He was born October 2, 1954, in Galesburg, to William and Marilyn (Gibb) Fowler. He married Ruth “Deann” Duley on March 12, 1983, in Elmwood. She survives.
William is also survived by his four children, Christopher Balagna of Muscatine, IA, Shawn (Stephanie) Balagna of Muscatine, IA, Catherine (Ryan Castaneda) Balagna of Farmington, and Katherine Kelly of Hibbing, MN; one sister, Denise (Jerry) Easley; and four grandchildren, Carli, Kal, Lily, and Paul.
William is preceded in death by his parents.
Cremation rites have been accorded.
In lieu of flowers, memorials may be made to St. Jude’s Children’s Hospital.
